ON THE THEORETICAL AND METHODOLOGICCAL BASIS OF THE REFORM OF LOCAL GOVERNMENT

The author studies the issue of scientific and analytical support for the development of local government, with a focus on theoretical and methodological issues. It explains the debatable methodology of the municipal law, policy, and the interdisciplinary nature of the theory of local government, its "catching-up" attitude to the municipal practices. The materials of the study can be useful in both research and practical work in the sphere of management and legal support of the local government. The most important findings of the study include the fact that in the current context the local government cannot be considered as a part of the set-off of public and state phenomena. As a public authority, it is both the state power, and the civil society.
