The aim of the article is to justify rulemaking as one of the possible phenomena which integrates the existential and normative modus of human existence. Methodologically, the article is fulfilled as an essential analysis of the society highest values on the basis of existentialism and the philosophy of life behaviours, taking into account mental sets. The result of the research work is the explication of the sense and meaning of the value concept for understanding the problems of rulemaking. The application of research results is possible with the resolution of the tension that arises in the social tissue of being and the spiritual world of the individual and the society as a whole that forms and exists as a contradiction of real, available and social norms and principles.
