The scientific novelty of the article lies in a detailed consideration of the architectural and urban debate of the early 20th century on the development of working housing concepts. The methodology of the study is based on an analytical interdisciplinary analysis of the development of urban planning thought and legal regulation of the problem of housing in the period under review. As a result of the conducted study, it was concluded that the Athens Charter has become a theoretical synthesis of the world urban planning experience, promoting the idea of a mass residential development based on rational principles. The standardization of planning solutions for working-class housing was determined on the basis of scientifically based functional zoning that takes into account the peculiarities of everyday life of most families.
