В настоящем исследовании генезис массового жилья показывается как перспективное решение проблемы расселения рабочего класса и малоимущих слоев населения в первой половине XX&nbsp;в. Научная новизна статьи заключается в детальном рассмотрении архитектурно-градостроительной полемики начала XX&nbsp;в. по вопросу разработки концепций рабочего жилища. Методология исследования основана на аналитическом междисциплинарном анализе развития градостроительной мысли и правового регулирования проблемы жилищной обеспеченности в рассматриваемый период. В результате проведенной работы был сделан вывод о том, что Афинская хартия стала теоретическим обобщением мирового градостроительного опыта, пропагандирующим идею массовой застройки, основанной на рациональных принципах. Стандартизация планировочных решений жилья для рабочего класса определялась исходя из научно-обоснованного функционального зонирования, учитывающего особенности быта большинства семей. В каждой стране создание стандартизированных моделей домов шло одновременно с развитием единых строительных норм.

The purpose of this study is to determine the genesis of mass housing as a promising solution of the resettlement of a working class and disadvantaged segments of a population in the first half of the 20th century. The scientific novelty of the article lies in a detailed consideration of the architectural and urban debate of the early 20th century on the development of working housing concepts. The methodology of the study is based on an analytical interdisciplinary analysis of the development of urban planning thought and legal regulation of the problem of housing in the period under review. As a result of the conducted study, it was concluded that the Athens Charter has become a theoretical synthesis of the world urban planning experience, promoting the idea of a mass residential development based on rational principles. The standardization of planning solutions for working-class housing was determined on the basis of scientifically based functional zoning that takes into account the peculiarities of everyday life of most families. In each country, the creation of standartized models of houses went on simultaneously with the development of uniform building codes.
